Democratic Arizona Sen. Ruben Gallego says he is considering a 2028 presidential campaign, casting himself as a potential contender who won statewide where President Donald Trump prevailed and can reconnect his party with working-class Latino voters.
Gallego told KTAR News’ “Outspoken with Bruce & Gaydos” that few Democrats weighing the race have won red states. “I’m one of them,” he said, while arguing he can speak directly to working-class voters and Latino men.
That pitch rests heavily on Gallego’s 2024 Senate victory over Republican Kari Lake. The Associated Press found he ran ahead of Democratic presidential nominee Kamala Harris, won Hispanic men and received support from about one in 10 Trump voters. Gallego became Arizona’s first Latino U.S. senator.
Presidential speculation has followed Gallego beyond Arizona. He visited the Iowa State Fair in 2025 and met with South Carolina Democrats in June, appearances in states closely watched by prospective White House candidates. South Carolina is positioned to open the Democratic Party’s 2028 primary calendar.
Gallego described his consideration as preliminary, not a firm plan. He said his first challenge would be balancing a national campaign with his Senate responsibilities and three children. Democratic Arizona Sen. Mark Kelly has likewise left the door open to a 2028 bid.
The comments come as Gallego faces separate scrutiny. The Senate Ethics Committee dismissed a complaint alleging campaign finance violations and inappropriate conduct, saying it found no evidence he violated federal law or Senate rules. The Department of Justice is separately investigating his use of campaign funds for family travel, CBS News reported. Gallego denies wrongdoing, has not been charged and calls the inquiry politically motivated.
For now, Gallego is presenting himself as a Democrat who can win crossover voters. Whether that argument becomes a presidential campaign remains unsettled.
